Founder & Chief Executive Officer

Justin Mock is Founder and Chief Executive Officer of TelCyte Infrastructure Services, leading corporate strategy, operational performance, and market expansion across heavy civil, municipal, utility, transportation, and telecommunications infrastructure markets. With more than 25 years of leadership experience, he has successfully scaled field organizations, managed multi-state infrastructure programs, and delivered complex projects with disciplined execution and financial accountability.
Before founding TelCyte, Justin served as President of WYCO Field Services, overseeing turnkey infrastructure operations across multiple western states. He previously held executive leadership roles with MasTec Network Solutions and Optima Network Services, where he managed large regional business units and led organizational growth initiatives.
Justin’s leadership philosophy centers on operational discipline, accountability, and long-term client partnerships. He resides in Arizona with his wife, Cherith, and their family.

Jonathan “Jon” Boutilier
Founder & Chief Business Development Officer

Jonathan “Jon” Boutilier is the founder and Chief Business Development Officer of TelCyte Infrastructure Services, bringing nearly three decades of experience in engineering, construction, real estate, and integrated infrastructure program delivery. He leads corporate strategy, market positioning, and client partnerships across heavy civil, municipal, utility, transportation, and telecommunications sectors.
Throughout his career, Jon has overseen multi-state engineering and infrastructure initiatives, integrating professional services with field operations to support full-life-cycle project delivery. His experience spans engineering leadership, infrastructure development, utility coordination, and program management for complex public and private sector initiatives.
At TelCyte, Jon advances the company’s integrated delivery model, aligning construction, engineering, survey, geospatial, and real estate services into a unified infrastructure platform designed to reduce risk and enhance long-term asset performance.
Jon resides in Arizona with his wife, Rachel, and their family.
