TelCyte LLC was founded by a team of industry leaders, who have been working together for over 15 years. Our extensive knowledge in telecommunications and infrastructure provides a solid foundation for a successful design firm. With a  focus on current and future technology always in sight, we consistently keep up with the latest innovations and provide state-of-the-art design solutions for our clients. Founder and Chief Executive Officer

Justin Mock is currently the Co-founder and CEO, of TelCyte, a telecom and infrastructure professional services company.

 

Former President of WYCO Field Services; a full-service, turnkey utility, wire-line, and wireless general contractor providing services in all areas of utility construction throughout the western half of the US. He had been in this role from May 2016, through October 2018.

​

Before this role, he was the Regional Vice President of MasTec Network Solutions from 2008 to 2016. MasTec provides turn-key installation services to the wireless industry in designing, supplying, and supporting technology solutions for the commercial, public, and government verticals. While in this role, he was responsible for overseeing daily operations for several different regions throughout the west coast. He was responsible for a 15M monthly business unit in gross revenue and oversaw the logistics between several key acquisitions throughout his tenure. Most noticeably, a 200M regional acquisition of a major turnkey wireless general contractor in the western region

​

Previously to that, he was the Division Manager of the Civil Cellular Department at Optima Network Services from March 2008 to March 2012. Optima is a leading specialty contractor for communications, utilities, and government sectors for communications throughout the US. As a leader in this business unit, he helped grow Optima’s portfolio from a small startup company in 2006 to a 38M business unit until being acquired by MasTec in June 2011.

​

He has over 20 years of telecom experience starting back to his days leaving the Army as an E4, in 1996. He started his career as a tower climber for a local GC out of Chicago, Illinois, and spent the better part of his early days learning the industry as a tower climber, and foreman, and working his way up to department lead before moving into management roles later in his career.

​

He is happily married to his wife Cherith, and has two children; Mason, and Maddox, who all reside in Arizona. He is an avid outdoorsman, fisherman, and loves to spend time flying airplanes when he is not watching his children play baseball, or spending time traveling with his family.

Founder and Chief Business Development Officer

Jon Boutilier is currently the Co-founder and CBDO, of TelCyte, a telecom and infrastructure professional services company.  He has over 24 years in the telecommunications industry.

​

Former Vice President of Operations - Engineering at WYCO Field Services; a full-service, turnkey utility, wireline, and wireless general contractor providing services in all areas of utilities construction throughout the western half of the US. He had been in this role from May 2016 through October 2018.

​

​Before his role, he was the owner and President of, Inte-grat-ed Design Services Group, LLC, a leading telecommunications professional services company, with revenue of between 5-7M annually. Inte-grat-ed Design Services was tailored directly for the Telecommunications Wire Line and Wireless industries, successfully operating for 6 years, before merging its experienced staff and services with WYCO Field Services LLC, in May of 2016.

​Previously to that he was the Desert Southwest Engineering Design Manager for Mactec Engineering and Consulting from 2006 through 2010. His experience in wireline and wireless telecom design and management provided the structure for the company to successfully become the leading choice of vendor for A&E Services in the market. He was instrumental in providing engineering leadership and management for the design and implementation of various wireless deployment architectures such as GSM, CDMA, TDMA, LTE, PCS, XOHM WiMAX, LTE, and Small Cell.

​

Through a variety of acquisitions and mergers, between 2001 and 2006, he worked as a Multi-state Design Engineer, Locates and Protections Manager for OSP Consultants Inc., and RJE Telecom (Dycom Industries Subsidiary), based out of Sterling, Virginia. In 2004, he co-designed the first-ever Verizon FTTP preliminary test build for Wheaton, Maryland. RJE Telecom. Through the years he worked as a Facility Design Engineer; Cable Pressurization Engineer, Construction Manager, A&E Multiple State Project Manager, Inspector, and Cable Locate Protection Manager over the Washington DC, Maryland (BAWA), Virginia (NORVA), and Carolina markets.

​

​From 1998 through 2000 he was the design and engineering manager in Phoenix, Arizona, over US West’s VDSL Market Launch. (A project valued at $250 million). He provided additional project oversight and management over six large fiber network backbone rings for MMFN (Metromedia Fiber Networking). After the successful and timely completion of the MMFN build-out, he transferred in 2000 to corporate headquarters in Sterling, Virginia to lead the A&E Design portion of MMFN’s Northern Virginia and Maryland fiber backbone buildouts.

​

​His introduction to the telecommunications industry began in 1996 as a Certified Design Technician in Halifax, Nova Scotia, Canada with OSP Consultants. A nationwide leading consulting firm providing project management, engineering, and construction services to RBOC, CLEC, LEC, and ILEC as well as to the electrical and utility industries, managing and collaborating with over 300 Certified Design Technicians.

​Jon is happily married to his wife Rachel, and the proud father of two children: Meghan, and Ayden. He is actively involved in bodybuilding and fitness, with certifications in personal training

Operations Manager, Canada

David leads our North American Design Center, based in Halifax, Nova Scotia. This facility provides A&E Services to both Canada and the USA. As our Canadian Operations Manager, David oversees the day-to-day operations, as well as, our growing team of dedicated employees. Recently, David has become actively engaged on the business development and client relations side of our business, working hand in hand with TelCyte Chief Business Development Officer and Founding Partner, Jon Boutilier, also a fellow Nova Scotian. With an emphasis on the Canadian market and additional offices shortly, you can expect that if David has not reached out to you yet, you will more than likely be connected shortly.

 

David brings over 24 years of diverse telecom and infrastructure design experience, between the OSP/ISP and wireless industries. After finishing his Planning Technician Certificate in 1995 at the College of Geographical Science (COGS), David joined OSP Consultants Inc. as a Project Manager overseeing a nationwide project for Bell Canada along with a variety of other OSP/ISP and FTTX projects across the U.S. focusing on sustaining industry-leading production run-rates and quality control.

 

In 2003, OSP Consultants Inc. was disbanded in Canada, after a multitude of acquisitions and mergers to eventually be restructured under Dycom Industries. Encouraged by past clients and relationships, David decided to venture out on his own, co-founding East Coast Mapping Solutions, picking up where he left off previously with OSP Consultants Inc. and providing unparalleled A&E Design Services.

 

For 10 years, he worked for the Halifax Regional Municipality (HRM) as a City Planner, working on large-scale planning projects, such as the development of The Parks of West Bedford. He also worked in Planning and Development, where he approved developing permits for HRM. During this time, David provided external consulting and A&E production on a contractor basis to Inte-grat-ed Design Services Group (a Company previously owned by one of the founding partners of TelCyte). David has seen no less than 30,000 telecom wireless projects come through his hands over the years, ranging from traditional wireless platforms such as DAS, WISP, TDMA, GSM, CDMA, UMTS, LTE, 4G, and 5G as well as Small Cell Design.

 

David, his wife Paula, and their children live in Halifax and are actively involved in minor hockey, including David’s role as a coach and owner of a private minor hockey program. He is a car fanatic, who one time owned a local well-known Halifax-based fitness facility.

OSP / GIS Manager, Canada

Derrick’s career in telecommunications began in 1996, after graduating and receiving a Diploma in Building Technology from Nova Scotia Community College (NSCC). Derrick went on to work for OSP Consultants Inc. as a Telecommunications Design GIS Technician. During his tenure with OSP, Derrick was offered the opportunity to relocate to their Phoenix, Arizona office supporting, what was at that time, the largest telecommunications contract ever awarded to a private company in the United States. This project was for US-based Qwest’s VDSL2’s $250,000,000 deployment launch.

 

Shortly thereafter, Derrick transferred to the company’s corporate office in Sterling, Virginia, responsible for overseeing all production and quality adherence on a multitude of OSP/ISP projects throughout the USA. Derrick then relocated to Atlanta, Georgia to take the lead in establishing a new market design office while overseeing $19,000,000 in A&E design production annually before returning to Nova Scotia with his wife to raise their family.

 

Upon his return to Nova Scotia, Derrick joined David Hanna (TelCyte, Operations Manager – Canada) in founding East Coast Mapping Solutions (ECMS) and provided an array of A&E Services to clients from both his and David’s previous roles. Derrick then did a short stint of employment with CBCL Limited in a Design GIS role before moving on to a great opportunity to rejoin OSP Consultants (RJE Telecom), under a 3-year term commitment before returning home.

 

Over the next 10 years, Derrick was employed by AMEC Foster Wheeler Environmental and Infrastructure (now Wood PLC) as a lead Design GIS Technician before joining TelCyte in 2017. The working relationship between Derrick, David Hanna, and Jonathan Boutilier extends back over a 25-year history of camaraderie and pursuit of excellence in the Telecommunications and Infrastructure industry.

 

Derrick and his wife, Jenn, live in the Halifax area with their two children and are avid campers, enjoying their summers kayaking on the lake. They are a dedicated hockey family, with their son playing for the Eastern Passage Devils High School hockey team, who are proudly sponsored by TelCyte.
